The U.K. is considering extending under-16 online rules to Vinted and eBay.
Why it matters: The proposal could extend a social-media policy into online commerce, affecting marketplace access and age verification. Its scope remains unsettled, including whether rules would cover full platforms or only messaging features.
- Culture Secretary Lisa Nandy said on November 8, 2026, that the government was looking seriously at including Vinted and eBay.
- The planned under-16 restrictions are expected to take effect in spring 2027, after regulations are laid before Parliament by the end of 2026.
- The government’s July 2026 response initially described e-commerce platforms as part of narrowly defined exemptions.
- Ofcom identified photo ID, digital ID, banking checks and facial-age estimation as highly effective age-assurance methods.
The U.K. government is considering extending planned under-16 online restrictions to resale marketplaces Vinted and eBay, Culture Secretary Lisa Nandy said on November 8, 2026.
"We are looking seriously at doing so in order to keep children safe," Nandy said, according to the BBC.
The proposal would expand a policy initially aimed at user-to-user services built around social interaction, user posts and algorithmic recommendations. The government listed Snapchat, TikTok, YouTube, Instagram, Facebook and X as examples. Its July 2026 response said e-commerce platforms would be among narrowly defined exemptions.
The basis for reconsidering that exemption is not yet settled. The BBC reported that a Sunday Times report identified private messaging as a concern because it could allow strangers to contact or groom children. That is reported speculation, not a rationale set out in a published government impact assessment or draft regulation. The BBC also identified Depop and Facebook Marketplace, but Nandy specifically referred to Vinted and eBay.
The government says regulations will be laid before Parliament by the end of 2026 and enter into force in spring 2027. No final list of covered services or draft rule naming either marketplace has been published.
Both platforms have age requirements in their terms, but that is different from the government verifying that users are excluded or that those requirements are effectively enforced. eBay requires members to be at least 18 because listings involve contracts. Vinted conducts identity and know-your-customer checks in some payment circumstances, including when users use Vinted Balance.
Ofcom says photo ID, digital ID, banking checks and facial-age estimation can currently be highly effective at determining whether users are at least 16. The government has not quantified their costs, privacy effects or error rates for marketplace users.
Yes, but: The proposal is preliminary. The government has not published draft regulations, a final list of covered services or a confirmed enforcement model for Vinted and eBay.
What's next: The government says regulations will be laid before Parliament by the end of 2026, with the restrictions expected to take effect in spring 2027.
